The problem facing this police department was that its officers were required to complete arrest paper work for Federal, two states and 9 local jurisdictions.
The department processed all arrest paperwork on typewriters. The arrest process was cumbersome, confusing and complicated. The end product, the arrest paper work, was often inaccurate. It required a great deal of officer's and commander's time. It wasted many forms and the data had to be retyped into the department's CAD system for electronic filing to the crime statistic.
The Police Commissioner wanted the problem resolved and assigned a committee to study and make recommendations. The committee consisted of individuals from the Police Commissioners Office, Management Information Services (MIS)
